Most of what we ship is single-player and offline-first; Empirewake is our first online, shared-world game. All of it is privacy-friendly by default. No dark patterns, no ads, no advertising IDs — and where we measure anything at all, you opt in. Just craft.

What is XXI Online Games?
XXI Online Games is an independent game studio based in Bucharest, Romania, in the EU. We design and ship ad-free simulation, strategy and story-driven games for iPhone, iPad, Android and the web: three single-player, offline-first titles and one online strategy game.
Which games has XXI Online Games released?
Four so far. Empirewake: Kingdoms at War, an online fantasy kingdom strategy game, is playable in the browser at empirewake.xxi.online and on Android via Google Play, with the App Store release on the way. Three single-player games are live on Google Play and the App Store: MOGUL — Empire Tycoon, a business and stock market simulator; Spotlight Dreams: Actor Life, a cinematic Hollywood life simulator; and Downfall Survival Sim, a post-apocalyptic bunker survival strategy game.
Are the games free?
Yes. Every game is free to download or play. The single-player games each offer a few optional one-time purchases that unlock extra content and never expire. Empirewake offers optional purchases of Crowns, its in-game currency. There are no subscriptions and no ads in any of them.
Do the games work offline?
MOGUL, Spotlight Dreams and Downfall are fully playable offline. Your save lives on your device, and the only network use is the store when you buy or restore a purchase. Empirewake is an online game in a shared world, so it needs an internet connection and keeps your kingdom on our servers.
Are the games available on iPhone and Android?
Yes. MOGUL, Spotlight Dreams and Downfall are on the App Store for iPhone and iPad running iOS 15 or later, and on Google Play for Android phones and tablets. Empirewake is playable in any modern browser and on Android via Google Play, with the app for iPhone, iPad and Apple silicon Macs on its way to the App Store.
Do the games show ads or collect data?
No ads, no advertising IDs and no tracking across other apps. MOGUL and Downfall collect nothing at all and have no accounts. Spotlight Dreams asks once whether you want to share anonymous usage analytics, and stays silent unless you say yes. Empirewake is online, so your account and kingdom are stored on our servers; its mobile apps ask before enabling optional usage analytics, and you can play as a guest without an email. Each game has its own privacy notice, linked in the footer, plus the studio privacy policy.
